Is us.mg3.mail.yahoo.com down? how can I contact Yahoo mail customer service?

I have been trying to e-mail a Word document, but I keep getting the message: Ouch... there's a problem attaching Draft_June_2011_Newsletter_2.doc (248 KB). Report a problem. When will I be able to e-mail this Word document attachment? This information is for a church and goes all over the world. Please help me ASAP. You may call me at 517-789-7370.
