What is that one game similar to Habbo Hotel and Coke Music?

I'm really having trouble remembering it. I think the game had the world "City" incorporated in it. It was a browser game that had 2D characters with big heads. Their hands weren't connected to their bodies. It was a lot like The Sims where you can level up your personality and choose from options when interacting with other players. Also, there was a little PvP arena where you can challenge other players to fight. Anyone know the name of this game?
